On December 28th 2012, the EPC contract on building an oil refinery plant with capacity of 5-million t/a in Cambodia was signed. On April 8th 2013, witnessed by Chinese Premier Li Keqiang and Cambodia Prime Minister Hun Sen, the MoU on Project Development was signed at Hebei Hall of the Great Hall of the People in Beijing, which further clarified the financing framework and thus strongly supported the project progress.
The project occupies a land area of 600,000m2. With the designed annual capacity of 5 million tons, static investment of around USD1.6 billion and a construction period of 36 months, it is the first oil refinery in this country, which is also the most technologically advanced oil refinery in Southeast Asia. After launch into operation, Cambodia will be partly self-sustained of oil and no longer fully dependent on import oil, which is of great strategic importance to its economy development and industrialization process.
